1.The National Academy of Marine Research (NAMR) aims to regulate the management of data release from the National Ocean Database (hereinafter referred to as 'NODASS'). This is done to facilitate the sharing and optimal utilization of resources, promote the circulation of marine data, and maximize its added value. These guidelines are established in accordance with the government's open data policy, with the goal of ensuring fair and equitable sharing of government information and safeguarding the public's right to knowledge.

2. The definitions of terms in these guidelines are as follows:
- (1) National Ocean Database and Sharing Platform (NODASS): Refers to the interface of this database and entrance website for external use.
- (2) Structured Data: Refers to organized data such as text, numerical information, and metadata.
- (3) Unstructured Data: Refers to data such as images, videos, and audio.
- (4) Open Data: refers to data made publicly available on the internet for applicants to download and use.
- (5) Controlled Data: Refers to sensitive data subject to control, or data for which the providing institution holds intellectual property rights. Downloading is not possible; thus, approval through application and review is required before use of the marine data.
3. The public may utilize the data browsing and querying functions provided by NODASS to select the marine data they require.
4. The marine data compiled in this database must undergo data standardization processing and can be categorized into structured data and unstructured data based on the nature of the information.
Depending on the data source and usage restrictions, the collected marine data in this database can be further classified into open data and controlled data.
5. The acquisition process for open data is as follows:
- (1) Applicants can log in to NODASS and download data without undergoing approval.
- (2) The data download process is conducted in accordance with the announcements made on NODASS.
6. Controlled data refers to data owned by the institute and is only available for application by government agencies, academic institutions, research institutions, and legal entities. The application process is as follows:
- (1) Applicants should download the controlled data application form and the controlled data usage agreement from NODASS and submit the application. Alternatively, they can submit it to NAMR via official correspondence.
- (2) After approval by NAMR, the applicant should bring a storage device to the institute and complete the signing of the controlled data application form.
7. The principles for the use of marine data are as follows:
- (1) For open data, please comply with the terms of "Open Government Data Licensem version 1.0."
- (2) Controlled data:
- Use is restricted to personal use only. Without NAMR's approval, authorized data must not be provided to third parties through means such as copying, photocopying, screenshots, or retakes.
- The data is to be used solely for public service and academic research purposes, and must not be used for commercial, legal, or other purposes.
- When utilizing data to create or produce works, the source of the released data must be acknowledged. Within one month after publication or public presentation, written notification must be submitted to the institute.
- If the applicant is found to be using the data in an improper manner resulting in legal liability, the applicant is responsible for all legal consequences.
Violation of the above regulations may result in the suspension of the data access rights for subsequent requests by the applicant.
